European mandate of search and captures
The Commission of freedoms required the creation of an European mandate of search and capture to fight against terrorism, organized crime, human beings treatment, offences against children, illicit traffic of drugs and weapons, corruption and fraud. This mandate would avoid the complex procedures such as the obligation of sending of rogatory letters. The Commission recommends also the suppression of the formal procedures of extradition and the adoption of the principle of mutual recognition of the penal decisions for the offences of terrorism. This report will be discussed at the plenary session from September in Strasbourg.
